One of the topics on Clayton’s enforcement agenda is the initial coin offering (ICO). Many investors were tempted to invest millions of dollars in these illiquid investments, but they ultimately lost. The SEC chairman brought enforcement actions against both Telegram and Kik in response to the ICO crisis. Telegram voluntarily returned the money raised by its separate crypto operation, while Kik was ordered to pay a $5 million fine. Later, Kik was purchased by MediaLab, which has never confirmed any wrongdoing.

Blockchain is the technology that powers most cryptocurrencies, such as Bitcoin. It’s a digital medium of exchange that uses encryption to ensure the integrity of transaction records. Unlike traditional financial institutions, where the lender and borrower share the same information, the blockchain eliminates the need for a central clearing authority. The technology has broader uses outside of cryptocurrency. For example, distributed ledgers are common in everyday life. They enable multiple computers to keep records of all transactions, reducing the need for a central bank or clearing authority.
